The top of the associated Control aligns with the top of the sibling control that this property references.

The setter of AlignTopWith may raise any of the following exceptions:

ERelativePanelException	Control is not a sibling within RelativePanel	The control to set as AlignTopWith and the associated Control do not have the same parent.
ERelativePanelException	Control cannot be positioned relative to itself	You cannot position a control relative to itself.
