Erzeugt ein OLE-Exception-Objekt.
Create erstellt eine Instanz eines EOleException-Objekts.
Create reserviert Speicher für die Exception und initialisiert die Eigenschaften ErrorCode, HelpFile und Source mit den Informationen, die in der OLE-Struktur EXCEPINFO übergeben wurden. Anschließend wird die geerbte CreateHelp-Methode aufgerufen, um die (aus EXCEPINFO entnommene) Beschreibung und ID-Nummer des Fehlers anzuzeigen.
