説明
指定された TDateTime 値のミリ秒を置換します。
RecodeDateMilliSecond を呼び出すと，AValue で指定された日付時刻値を，ミリ秒を AMilliSecond に変更して得られた値で変換できます。AMilliSecond の有効な値は 0 ～ 999 です。
AMilliSecond で指定された値が有効な範囲にない場合，RecodeDateMilliSecond は EConvertError 例外を生成します。
