UTF-16 文字またはサロゲート ペアを UCS4Char に変換します。
このメソッドは、以下のようにオーバーロード（多重定義）されています。
文字列 S 内のインデックス Index に位置する UTF-16 文字またはサロゲート ペアを UCS4Char に変換します。
文字列 S 内のインデックス Index に位置する UTF-16 文字またはサロゲート ペアを UCS4Char に変換し、S から変換した文字の長さを UTF-16 文字における CharLength として返します。
UTF-16 文字の上位サロゲートと下位サロゲート文字のペアを、それらを結合した UCS4Char 値に変換します。
