UTF-8 文字列を Unicode 文字列（WideString）に変換します。

UTF8Decode 関数を呼び出すと，UTF-8 文字列を Unicode 文字列に変換できます。S パラメータは，UTF-8 でエンコードされた文字列です。UTF8Decode は，対応する Unicode 文字列を表す WideString 値を返します。
