I'm pretty sure this item doesn't belong here. Sounds like someone customized their menu and manually added the c++ password dialog to the menu. I don't think this exists in the default installed build:

Add New Password Dialog

Adds a PassWord.cpp node to the selected project in C++Builder, including a PassWord.dfm file, and sets up a template for creating a PassWord unit in your project.

I don’t even know what that is. Sounds like a database thing – maybe Steve Blas knows.
