"Use the context menu of the project manager to create a new option set" is ambiguous. In fact, you must use the context menu of the Build Configurations item for a project or the context menu of an existing build configuration to display the New Option Set... or Apply Option Set... items. In short. right click "Build Configurations" of any project to display the desired context menu.
