Embarcadero Connect lets you access the comments that ER/Studio Repository users leave in ER objects.
When you use a non-social user account, you can also watch ER objects for new comments, to receive an email whenever another user of Embarcadero Connect or ER/Studio Repository adds a comment to the watched ER object.
Additionally, if your Embarcadero Connect installation does not have any license for Connect user connections (so it is not possible for any user to log in as a social user), you can add and delete comments from Embarcadero Connect.
