キャラクタリスティックの値を、引数で指定された String 値 AValue に設定します。

SetValueAsString には次の 2 つの引数が必要です。

AValue： String 値。
IsUTF8： Boolean 値（次のいずれか）。
- True： Value が UTF8 として設定されます。
- False： Value が Unicode として設定されます。
