Returns True if the current platform supports using Bluetooth Low Energy as a client; it returns False otherwise.

DoGetSupportsGattClient returns True for the following platforms:

iOS	5+
Android	4.3+

GetSupportsGattClient calls DoGetSupportsGattClient.
