Returns the public permissions for the container in XML representation.

GetContainerACLXML is used to return the XML representation of the access policies.

The following table describes the parameters:

Parameter	Description
ContainerName	The name of the container to get the permissions for.
PublicAccess	The public access setting for the container.
ResponseInfo	The optional class for storing response info into.
