PWideChar を破棄します。
WStrDispose は下位互換性のために提供されています。WStrDispose は WStrAlloc や WStrNew で割り当てられた PWideChar を破棄します。
Str が nil（Delphi）または NULL（C++）である場合は、WStrDispose は何も実行しません。
