Creates a new instance of the TControlProperties class.
Call Create to create a new instance of the TControlProperties class. The AItem parameter contains a reference to the TActionClientItem controlled by TControlProperties.
Note: Do not create instances of TControlProperties directly. TControlProperties is created automatically by the TActionClientItem when its CommandStyle property is modified.
