In the first section, it gives a tip about what to do if the SDK Manager doesn't run. This didn't work for me, but what did work was right-clicking on SDK Manager.exe and choosing Run As Administrator. - Malcolm

--- remark: do not use older SDK Manager (e.g shortcut installed with HTML5Builder), only use SDK Manager as shown in topic 1 - Hans
