The Steps to ... section on the bottom of page in incomplete. In the case of C++ Builder it doesnt suffice to include Vcl.HtmlHelpViewer.hpp. You also need to link Vcl.HTMLHelpViewer.dcu file as explained in this answer on stackoverflow: http://stackoverflow.com/a/16168068/538022.
